WASHINGTON — Todd Harvey spins Louisiana’s historical records. The Library of Congress reference librarian serves as the caretaker of what he simply calls “Louisiana’s treasures,” recordings of the state’s blues, folk and jazz pioneers in the 1930s and 1940s.
